In my dealings with public office holders in the executive branch, the judiciary and even rescue mission staff; the end result is having to deal with a person and/or persons who want to "deflect" any incoming work while "throwing their weight around!" The Delonis Shelter (alcohol & drug rehabilitation center as well as rescue mission) in Ann Arbor, Michigan is a "run away bureaucracy" that cannot react to variables. I observed an elderly woman who looks like an arts & crafts teacher with "Annie Hall" attire (and that is in fact her background) being made to spend the night outdoors in the rain and subjected to the criminal element because the temperature rose from 32 degress to 33 degrees. Next she had pneumonia and now she has vanished altogether!!! Is anyone "lifting a finger" to find out what became of her? No, because that would be a variable that is outside of the parameters of the bureaucracy!!!!!!!!!!
